It examines what, when, and why the Arab minority in Israel chooses to either negotiate with the government or turn to protest or violence in order to change the status quo. This book offers a unique framework for further scholarly writings and enables policy makers, in any given situation, to identify the best policy to implement towards national minorities in order to reduce the possibility of tensions, violence, and escalation. These policies should not just involve making decisions to decrease a minority's grievances, but should also aim to understand what type of leadership is guiding the minority in order to lower the chance of clashes between the parties.
