This was arranged to make a continued and connected statement of the government of the institutions and the distribution of the public charities from the beginning of the Eighteenth to the close of the Nineteenth Centuries, covering a period of nearly two hundred years. The great difficulties under which some of the Guardians of the Poor labored are referred to, and enough stated to show the character of the men engaged in the work.
